After an abortive attempt to make South Dakota state number 23 in October (foiled by a major blizzard), on November 16, 2013 I made Virginia #23 instead by running the Anthem Richmond Half Marathon. Although it was not a PR, it was 25 minutes faster than Indianapolis the year before with a time of 3:00:17
